The Real Cost of Moving to Malaysia in 2026: MM2H Edition

Every week someone asks the same question on expat forums: what does it actually cost to move to Malaysia? Not the visa fee. The whole picture. Because the honest answer has three layers: what the government requires, what the move itself costs, and what your life will cost once you are here. Most websites only show you the first layer.
Here is the full picture, with real numbers.
Layer 1: what the visa itself costs
The 2024 rules changed everything. MM2H now has four tiers, and every mainland tier requires both a fixed deposit and a property purchase:
| SEZ (Forest City) | Silver | Gold | Platinum | |
|---|---|---|---|---|
| Fixed deposit | USD 32k–65k | USD 150,000 | USD 500,000 | USD 1,000,000 |
| Property (compulsory) | RM 500,000 | RM 600,000 | RM 1,000,000 | RM 2,000,000 |
| Visa length | 10 years | 5 years | 15 years | 20 years |
Important nuance people miss: for Silver and Gold, the fixed deposit can be reduced by 50% once you hit your property purchase target. The deposit is not a fee, it is your money in a Malaysian bank, earning interest. The property is also yours. What you are really spending is the transaction friction: legal fees and stamp duty, which run 2–4% of the property price for most buyers. Our legal fees calculator gives you that exact number, and the MM2H cost calculator adds everything up by tier.
Layer 2: the one-off moving costs nobody lists
Between approval and feeling settled, a realistic couple should budget roughly:
- Medical check-ups and insurance setup: RM 1,500–4,000 per adult in year one (insurance premiums rise steeply with age and are mandatory until 60)
- Visa fees, security bonds and processing: RM 3,000–6,000 for a couple depending on nationality
- Relocation or shipping of goods: RM 5,000–25,000 depending on what you bring
- Initial furnished rental deposit (2+1 months): RM 8,000–20,000 for a good condo
- A car, if you want one: RM 60,000+ new, or monthly rental from RM 1,500
Total one-off landing cost for a careful couple: around RM 30,000–50,000 excluding the property itself.
Layer 3: your monthly life, honestly
Here is what real households report, not brochure numbers:
| Lifestyle | Monthly (couple) | What it looks like |
|---|---|---|
| Modest, outside KL | RM 4,000–6,000 | Local neighbourhood, hawker food 80% of the time, one bedroom condo, no car |
| Comfortable, mid-city | RM 7,000–10,000 | Good condo with pool/gym, mix of local and western food, a car, private healthcare |
| Premium | RM 12,000–18,000+ | Luxury condo (Penang seafront or KLCC), car, regular travel, international-standard living |
A widely-followed two-year budget report from an American MM2H couple in Penang showed their monthly costs rose from about RM 11,500 to RM 13,500, driven by rent, groceries and healthcare inflation. That is a premium lifestyle: seafront condo, no compromises. The same couple stressed they spend little because they eat local food, do not own a car, and live in a walkable neighbourhood.
The family multiplier: schools
If you have children, school is the biggest line item after housing. International school tuition runs RM 12,000 to RM 165,000 per child per year, and the full primary-to-secondary journey at a mid-tier school lands around RM 20,000–40,000 annually including fees, uniforms, transport and devices. Malaysian public schools are nearly free and open to MM2H children, but instruction is in Malay. This single choice can double your budget. Our school grade calculator tells you which year your child lands in across the British, American and Malaysian systems.
The four costs that ambush people
1. Insurance after 55
MM2H requires private medical insurance until age 60. Premiums are manageable in your 30s and 40s (roughly RM 1,100–2,000 a year) but jump to RM 2,500–3,400+ in your late 50s, if you can get coverage at all with pre-existing conditions. Retirees over 60 are exempt but then self-insure, which means keeping a real hospital buffer.
2. The property 10-year lock
MM2H purchased properties carry a state-level minimum holding period of 10 years. Sell early and you face penalties or approval hurdles. Buy property you would genuinely keep.
3. The 90-day rule
Mainland MM2H holders must stay 90 days per year in Malaysia (SEZ applicants over 50 are exempt). Plan your travel around it, because failing it can complicate renewal.
4. FX swings
Your deposit requirement is in USD but your life is in RM. A 10% currency move changes both your entry cost and your spending power. Budget in your home currency at a conservative rate.
So what is the total?
A realistic Silver-tier couple in their 40s buying a RM 650,000 property: about USD 320,000 deployed in year one (deposit, property, transaction costs, moving), of which roughly USD 250,000 is locked into assets you still own, plus RM 6,000–9,000 monthly living costs.
